I have subscribed to a few and it will instantly say that the mod is downloaded in the Downloads menu but will not appear in game. For example in Europa Universalis 4 all of my newly subscribed mods which steam said it downloaded have not appeared. I dont have a solution yet, but for you, does the mod download as steam workshop civ 5 in your downloads in the steam library? Becuase everytime i unsubscribe and resubscribe, steam downloads the mods but they arent in the folder and dont appear. Anybody out there with a fix? EDIT: I think it is the new steam update.
